Your Emergency Housing Voucher Is Expiring — Here's What to Do Before May 1

3 min read

As of April 18, 2026, more than 5,000 New York City households are facing a hard deadline. NYCHA has notified tenants with Emergency Housing Vouchers that they must apply for alternative housing assistance by May 1, 2026. If you hold an EHV, you have less than two weeks to act.

What Are Emergency Housing Vouchers?

Emergency Housing Vouchers were created in 2021 during the COVID-19 pandemic to help vulnerable populations — including domestic violence survivors, people experiencing homelessness, and individuals living with HIV/AIDS — afford privately owned apartments. The vouchers work like Section 8, covering a portion of rent while tenants pay the rest based on income. The program was originally funded through 2030, but HUD announced it would stop funding the program much earlier than expected. NYCHA will run out of EHV money by late 2026, and the transition process starts now.

Why the May 1 Deadline Matters

According to a NYCHA letter dated March 25, 2026, tenants with expiring Emergency Housing Vouchers must apply for alternative subsidized housing options — including public housing and other programs — by May 1. Not everyone is guaranteed a new placement. NYCHA is still assessing how many units it can offer, and the state's Housing Access Voucher Program is funded at just $50 million with limited availability.

In New York City, nearly 70% of EHV-assisted apartments are located in the Bronx (45%) and Brooklyn (24%) — the same neighborhoods where eviction filings for nonpayment are highest. Without a replacement subsidy, landlords may be forced to begin eviction proceedings, creating instability for tenants and lost income for building owners.

What You Should Do This Week

Contact your NYCHA case worker or call 311 immediately to confirm your exact voucher expiration date and learn what transition options are available. Do not wait — the May 1 deadline is less than two weeks away.

Apply for CityFHEPS now. CityFHEPS is New York City's locally funded voucher program and one of the strongest alternatives. Unlike the EHV program, CityFHEPS doesn't depend on federal funding that can be pulled early. If you qualify, it can cover a significant portion of your rent going forward.

Gather your documents today. You'll need proof of income, identification, your current lease, and documentation of your existing voucher. Having these ready dramatically speeds up any application process — whether for CityFHEPS, Section 8, HASA, or NYCHA public housing.

Talk to your landlord this week. Let them know what's happening with your voucher. Many landlords who already accept voucher tenants are familiar with CityFHEPS and Section 8 and may work with you through the transition. Open communication prevents surprises for both sides.

Other Options to Explore

NYCHA is opening vacant public housing apartments for eligible EHV tenants — ask your case worker about availability. The state's Housing Access Voucher Program is another option, though funding is limited. HPD is also working to bridge the gap through its Tenant-Based Rental Assistance program using federal dollars, but that solution currently covers only a two-year window.
